Very hard to say, you have no idea of the extent of damage. I would have requested at least a dozen or more detailed pictures myself.
A dash fire can mean a lot of things, did it spread to the engine bay? Id have asked a lot of questions. Still, the price is reasonable assuming the rest of the car is perfect, which again can not be derived from such poor quality photos.
Worst case you can probably make your cash back if it is a total loss.
