97 Wrangler Blinker Issues?

I have a 97 Wrangler and for the life of me I can't figure out why my right turn signal won't light (the one located on the fender flair). For some reason I have collected water in the blinker assembly and the contacts have corroded but after cleaning the terminals and replacing the bulb it still won't light. I haven't connected my volt meter to the terminals to test for continuity yet because I feel the problem might be deeper. The front right turn signal works as expected, although sometimes I get the double rapid flash as if one of the bulbs is out. For some reason the double speed flash usually goes away during periods of rain or very high humidity.

I was wondering if this could be the flasher relay due to the fact that the left blinkers will flash at double speed even though all of the bulbs are ok on the left?

Water may have been wicked down the inside of the wiring insulation, corroding it from the inside out. I had a somewhat similar problem with the left rear brake light.
