Qualified and trustworthy. The one that will not try to do something he can't/doesn't know how but will suggest going to the dealership in these cases.

Oh, and for what it's worth it's Jeep GC '98.
What type of work needs to be done - modifications - my favorite shop just closed down - it was a 4wheeler and atv shop on coney island ave... now just a body repair shop.. so i can't really think of anyone offhand for modifications installs..
but if its for general maintenence or repairs, and troubleshooting, willy at ics auto knows his way around jeeps, both classic and new, and was the only person i would take my 98 wrangler to. (now takes care of my mazda, exclusively =))
