As for growing up, with his mild retardation (and below average IQ with the usual reasoning challenges), this is likely as 'mature' as he is ever going to get.

In fact, his mental deterioration has advanced considerably in the last few months; at this current rate of decline, he soon may well be clinically dysfunctional and considered incapable of caring for himself without supervision.

And please don't confuse the Instigator with those who in frustration react to his unprovoked and repetitious personal attacks.
