footwells and staring problems

What vehicle?

How did you clean off the mud?. Pressure washer? Can force mud into starter mechanism (bendix/solenoid). The whining indicates that the starter is spinning but not engaging with the starter ring. Mostly sorted by removing the starter and cleaning it properly. If a diesel the chances are that the clutch in the starter is beginning to fail and will throw out at the first attempt to fire. This also happens when the starter is beginning to get tired and slow down.

Unlikely to have much impact on starting as long as you are getting at least a reasonable air seal. Did you check for distortion at the interface? Might be why instant gasket was used in th efirst place

Footwells can generally be replaced in situ by any limbo dancer with loads of patience and a modicom of welding skills. Only replace the full footwell if really neccessary. They generally only require repairing (plating) up to about the halfway point, look for the nearest fold. It can be a lot easier to adapt a replacement footwell to your current requirements than to replace the entire thing.

no pressure washer, it was scraping big chunks off it off with my hand and a scraper plus large doses of compressed air. the stuff was so dried on that it was coming off in big chunks about the size of my hand!!!

as for the gasket, not sure but seems to be a decent seal.
