In an emergency yes, but you're better using a purpose-built recovery device, or something like a steering guard with recovery eyes, as you could bust it off without too much trouble.
The "tow eye" is in fact a lashing eye, for use in transportation (ferries / transporters). See post "Towing out snowed-in cars" for more info!

Don't even try it, they snap under any shock load and flying recovery ropes with bits of metal attached are VERY Dangerous.
