I know the stuff is good for cleaning engines but is it any good for cleaning the chassis prior to painting as you cannot exactly run the chassis till it warms up ?

Your not trying hard enough ;-)
Yes you can use it but the effect is better when warm... Personally I use paraffin and some soapy water afterwards. A Jerry can of Paraffin cost far less than Gunk and is just as effective. Apply with a old paintbrush.
