Indeed, however TROs are usually temporary as far as I'm aware, is it the TRO that prevents you from accessing the land or are they proposing to keep the gate up and locked but without changing the status of the lane? And if so what is their justification for that?
I'd suggest getting in contact with your local GLASS representative, they're quite good at such things and may be able to clarify.
