In the IS300, it seems to do something to limit the power the engine can deliver. The goal is to prevent wheel spin when starting out. Even with it, my IS is totally useless in snow.
There's another switch that disables traction control. That's supposed to be helpful when you need to rock the car back and forth to get out of snow and mud.
