RX300 with no power to cigarette lighter

i just bought a used RX300. no power to cig lighter in dash (voltage checked). getting power to outlet in L rear of vehicle. Fuses (24,5,6) OK. Any ideas on what might be the problem, where the wires run? (can't charge my phone).

Same fuse that controls the remote outside mirrors.
