Apart from anything mine definitely do not glare (glaring lights is one of my pet hates) and im 100% sure of this because I've purposefully tested them out from other cars - they point relatively downward (from only 300mm up) and have a cap to prevent forward glare, and the lense is structured to direct and dissipate the beam, not focus it like a fog. Either way I only use them with full beams and no-one can argue that - ive yet to be pulled up and I've passed numerous parked roadside cops with them on with full beam. Its just common sense, if they glare and/or you're in an area with other traffic - turn them off. If they're fogs keep them off. Mine are pitiful in fog - they just bounce back like full beams, unlike the proper fog lights for my car that came on the JDM version which cut nicely through. I've had a £30 fine from a parked coppa for a bad light before now (side had blown, couldnt tell and officer was feeling unhappy because I didnt have tools to remove and replace there and then). Never mentioned the fact that I'd passed with the "bumper" lights on. Being pulled for fogs is fairly common round here, so either I was lucky or they know theyre on difficult ground arguing it.
