My car is always returned with the passenger seat belts fastened. At least they have checked that they retract...

Nothing, I got advisories for a few things including a tyre that was feathering at one edge. At the time this would be back in 2003 - it may have changed now - they weren't allowed to remove child seats to test belts, and just marked them as "couldn't be tested"..
I had a car fail last year because of a chip on the plastic belt buckle cover.
