I feel compelled to post this.

Without knowing the full details of the case it is unwise to comment on the parents actions- remember you are hearing what the media are publishing, that doesn't make it true. In fact the chances are that, in the absence of real news, the story is being "dressed up" to give something to print.
Either way, the real issue is that the child should have been safe- even if the parents did do something silly, and the real crime is that someone has taken this child or she is being held after maybe wondering off. Either way, she is the victim and should be the focus of the matter until she is found.
As a father I just hope she turns up safe and sound.
