Rover 214 problems Starting

I have a rover 214 that seesm to struggle starting. I have put it into two garages who have claimed there is a problem with it sparking but still it fails to start everytime. Sometimes it chugs and other times I get nothing. I am at a loss as to what to do next. Any Suggestions.

I once had a cracked rotor arm on my Metro 1.4 (same engine), it was shorting down the camshaft to ground leading to a very sluggish motor. That's if you are getting a good spark at the distributor cap, else change the plug leads first (all five of them) then coil.

I've had a new coil and rotary arm fitted, plus new spark plugs and fuel line. It was mentioned that it maybe to do with the engine management but a light should appear on the dashboard for that. It looks like the engine keeps flooding and occassionally the car revs when stationary even though no pressure is being applied to the accelerator.

I don't know your car but it sounds like it might have a dirty/malfunctioning sensor (crankshaft position, air temperature). Do you have a manual for it to locate them?
