VW Passat 130 PD problem

My brother bought a 2001 Passat 130 PD 6 months ago and it's been great until now. The fault he's got is that between 1600 and 1900 rpm it coughs, he says it's like it coughs and splutters then once over 1900 rpm it's fine, no problems.

VW say it's the ECU giving a false signal to the EGR and they want £700 + fitting + vat for a new ECU, but have offered 25% towards the cost as it's a known problem.

Just wondering if disconnecting the EGR would solve the problem as he can't afford a new ECU at the moment. Is the EGR simply for emissions around town at low speed ? I don't have these on the cars I play with so never had this problem.

Any suggestions ?

Sometimes the egr valve is mounted on a flat surface it can be blanked off with a piece of steel cut to shape and holes for bolts.
