mustang underhood insulation

Can anybody tell me why ford special service mustang police units have factory deleted underhood insulation blankets? I have a 90 5.0 5 spd notchback and I am wondering if this would be a worthwhile modification.

Probably to aid the cooling system expel the excess heat of the excessive idling of police service. I doubt it would help a regular street car any. Maybe help decay the paint on the hood by removing it.... Other than that negative, a slight weight savings.

Cheaper and they don't car as much about the engine heat destroying the paint on the hood. (which is white and probably will be fine anyways)
