When turning left or right, when the car is going slowly. The steering fluid is as it came from the factory, about
1/2" higher than the max line.

It's your rack bushing nuts. Loads of Mach's with the same problem. Take it to your dealer and they'll probably torque up the nuts on the bushings. Some dealers are also greasing the bushings too.
