It will easily pass the visuals. Unless someone has seriously noodled with the engine, it will also pass the sniffer, depending on where you live. If you're in CA however, the engine will need to be in excellent tune to get through due to the dyno testing procedures.

If it has a 'chip' which usually richens the fuel mixture, poor compression, exhaust leaks, worn-out O2 sensors, a borderline-functioning MAF (if so equipped) or MAP sensor, incorrect temp. thermostat, aftermarket cam, or a host of other problems, good luck.

My advice: put the high-flows on, regardless of where you live. Check codes to be sure everything's clear. Perform a complete (!) tune-up, and double-check all vital input/output sensors for proper operation. Be sure the thermostat is a 195 (OEM can be 192), you have no exhaust leaks, the O2 sensors are still serviceable (less than 50K preferred) and the timing is set properly. Some techs will do an inexpensive 'pre-inspection' visual and tailpipe test, without a certificate, to be sure you will pass.

For the most part, if the engine is running well, equipped with fuel injection, and the O2 sensors aren't worn out, the PCM will keep everything trimmed up fine, and it will pass with no problems. Guys who own older carbureted Mustangs around here shudder with disgust at having to smog cars here in CA. Even before Smog Check II came along, it was nearly impossible to get most carb'ed cars to pass.

Tom, If the 89 originally had cats it must have cats on when visually inspected. In Pa, the visual is now part of the saftey inspection. Then it must pass the sniffer since it is pre odbll.

It depends on where you at and the laws there. Some places wont allow long tubes.
