I have a 98 306 Turbo Diesel and the accelerator pedal has gone really stiff. Plus I can hear and feel that the pedal is possibly rubbing against something.
Any ideas of what is wrong with the pedal/cable?

Could be the cable inner is frayed and catching on the sleeve.

Check that the cable is routed correctly and it has not become unclipped. It should run down the left hand side then along the front above the radiator and then do a U-turn back to the pump.
There should be no kinks in the cable and the two turns it makes should be smooth with a radius of about 3-4".
