9000 CSE PowerSteering Foaming update / additional

Here's an update on the foaming issue. Ensured both hoses going to and from reservoir were tight. Removed filter from reservoir and tried starting the car again. Within 10 seconds, I had oil foaming and pushing out the vent hole on the reservoir cap, so no change. Seems to me that perhaps the oil is not being able to circulate properly, and causing the foam/aeration. Does anyone have a diagram or service manual for the 96 9000 CSE that could see or check if there is perhaps a check valve or some type of valve/valve body that perhaps is failing or not opening/closing properly, that would prevent the oil to circulate freely, and causing this foaming? With the system having a filter in it, I'd highly doubt that any piece of metal or debris would be floating around and get caught in a valve, but possible. Any other ideas, like something with the rack or gearbox? Pulling as strings, since SAAB doesn't know either. Thanks again.
