Stuck recirculation flap 9000 CS ACC 1997

I just opened the hatch from the box where the cabin filter is located. The filter was clean on one side and a bit black (dust) on the other side.



The recirculation flap is just next to the filter I believe. Is this correct? It was closed (I tried to force it downwards but no result). I tried the ACC, but there is no reaction. What could be the cause and can I force it open somehow?



I forgot to look which way the cabin filter was inserted(:



On which side is it more likely that the dirty side of the filter was located, the side of the recirculation flap or the side next to the evaporator?
