With the A/C running, the cooling fan should always be running on this car. If not, then something's amiss. If the relay and fuse are OK, could be a bad fan motor, or a wiring problem (or possibly the PCM, though unlikely).

The fan motor on Saturns is a wear item.
It has a set of brushes in there that simply wear out.
Given your mileage, I'd bet a plug-nickel that you need a new fan motor.
You can run 12 volts directly to the fan with test wires. Just make sure that nothing is where the fan can hit it.
With the information you've given I'll bet that Kirk is correct on this one.
