How do you get the rear brake disk/drums off, I relaxed the cables but they are still catching on the e/brake shoes.

How do you get the rear brake disk/drums off, I relaxed the cables but they are still catching on the e/brake shoes.
I like a 4 pound hammer.
what do you hit, the rotor?
