IF I TAKE MY HEADS IN AND GET A VALVE JOB CAN I GET SOME MORE POWER LIKE GETTING BIGGER VALVES INSTALLED AND POLISHED UP PORTS AND STUFF OR IS IT A WASTE OF TIME WILL I GAIN 20-25 HORSEPOWER THAT WAY OR IS IT ALL WITH THE ALUM. HEADS THE WAY TO GO?

The 400 Pontiac V8 will gain a lot of HP if you swap it's puny stock lowercase letters for capitals.

I purchase top cog belts for my 73 pontiac 400 and all they do is squeel. I tighten very tight and also did as manufacture says 1/2" of play both ways they are noisey. Do I need to get straight v/belts no cogs up or on the bottom of the belt?

Are the pulleys worn out so the belt hits the bottom of the V? I have seen more than a few old GM alternator pulleys do this.
'Which' belt is making the noise? You can have a failing bushing or bearing causing too much load on the pulley which can make them scream.
Again, the alternator is suspect, does the alternator get hot fast?
A power steering pump that is worn out or low on fluid can also load up the belt so it makes noise.
A waterpump can do it too, but they usually explode fast when this happens. the other 2 can last a while before complete failure occurs.

No, I use both kinds and if anything the cog belts scream less on the GM alternator my CJ7 runs. I am constantly polishing up my belts because of off road use. Mud is liquid sandpaper and when the sides of the belt get shiny it won't grab no matter how tight you make it and making it too tight destroys the bearings and bushings.
You can try just running it with one belt at a time to see if the squeal stops. If it doesn't, then you can suspect too much drag on the pump or the pump pulley worn out so the belt can touch bottom.
