The starter gears look dry,does it need grease before reintall it?
No.
If you are talking about the drive gear that engages the flywheel, then no grease goes there. It would soon be thrown off anyway. If you are talking about a geared reduction starter that's different. And if I had an old starter off I would be putting a new or rebuilt back on unless I liked the extra work.
