ford brakes

i have the doggondest problem. i was replacing rotors on a 91 t-bird when i inadvertantly opened the hydrolics. i have not been able to get any brake pressure since. i'm quite certain that there is no air in either the brake lines or the master cylinder as i have bled both extensively. Also, there are no leaks. i even replace t he master cylinder. Any ideas
