For a 1992 Honda Accord ExR - tire size is - 195 60R 15. Is it safe to use 195



65R 15 ? Will this be as effective normal operation of the car without any negative impact on parts - gas usage?

Well, the wheel radius increase by nearly 10 mm. So your speed will be more than what the speedo shows. You might get more MPG, but difference perhaps too small to measure. You would get less acceleration, and worse handling. But it might be more comforable over speed humps. If it is not listed on the tyre placard, an insurance company might object when you make an accident claim.

Better straight-line stability, heavier steering, both of which this twitchy driver appreciates. ;)

My guess is that you won't notice the difference.
