"The team of scientists studied mayenite, a component of alumina cement made of calcium and aluminum oxides. They melted it at temperatures of
2,000 C using an aerodynamic levitator with carbon dioxide laser beam heating. The material was processed in different atmospheres to control the way that oxygen bonds in the resulting glass."In other words, so long as your cement has metal (Aluminum) in it and is processed in a specific way it can conduct electricity.
Although now if they can make a transparent glass the next headline will be about "Transparent Aluminum" :)

A little different though... it's transparent to UV but probably won't make a good starship window for people to look out of.. Same sort of headline distortion however :)
Either concrete eating rats or rats with broken teeth I suppose.
Mix concrete with food that rats like. Guess what happens?
