the net effect of this will be either nothing (except higher prices) or an increase in accidents. Not seeing the "rain" we make people think it's not raining very hard and they will drive faster than they otherwise would have. There will be more collisions and more people skidding off rain slickened roads.
HID bulbs are expensive enough. What will these puppies cost?
