It sounds like Gates is talking about real transparency, accountability and using funds to support American troops, not military contractors.
Something someone with an MBA should have done a long time ago (hint, the person with the MBA was C&C and went to Harvard to get his MBA because he couldn't get into law school before taking up residence at the Whie House).
