Maybe it can in some cases: the great reduction in smoking over the past decade or two has correlated with higher cigarette taxes and increased restrictions on public smoking.

Simple. When smoking is forbidden, people will become nervous and upset, tahe it out on their children, and kill them. Then the powers that be will declare that these deaths are a direct cause of smoking! (or lack thereof).

Switch to lottery revenue, rather than be truthful with the voters and raise revenue through spending cuts or real taxes? Do you remember what Robert Kennedy said when asked who would pay for his proposed socialized medical plan?
