1991 camry automatic seat belt problem

I have a 1991 Camry with an intermittent automatic seat belt problem. Recently the driver side automatic shoulder belt started to stick in the up position, not closing and thus it becomes unsafe keeping the passenger unprotected while driving. The seat belt sometime closes itself while driving if I hit a bump in the road. This leads me to believe something is loose or worn. The automatic belt always works in the opposite direction when you turn off the engine and leave the car, so I assume the seat belt motor is ok, and that this intermittent problem is related to wiring or a switch?

Has anyone else encountered this problem? I would appreciate any help on where I should first look to resolve this problem.
