Hard to turn the steering wheel

I have a 1990 Toyota Camry and it gets REALLY stiff when I turn the car either way. I checked the power steering fluid and it is full. Someone said the steering box could be the problem, another said the rack and pinion.....

I would like to have a good idea of what the problem could be before I take it to a mechanic. This being an old car they could find a lot $$$ of things to fix. I want to be specific as I am getting ready to sell the car which is otherwise in great condition.

imho, two things I would try:

1) check the two universal joints at the base of the steering column - on inside (under the dash) and one in the engine compartment - see if they're binding and if lubrication helps 2) try Lucas power steering fix - no solvents or materials that could harm your steering and very well may help. I would try flushing out the old fluid first, though.
