Does it get sucked off the bottom or is the pickup on the float, I dont know.

The gas gets pulled from the bottom.

There are about a million wives-tales associated with partially filled gas tanks, and only a few of them are true.

It is no wives tale that keeping a low tank will cause condensation from the air, this contaminates gas. This was more of a problem before sealed tanks systems were introduced, but it still occurs.
