Is oil at proper level
Usually due to either low steering fluid as MR asked, but probably more common is the drive-belt for the power-steering pump is too loose, and is slipping on load (turning front wheels).
Examine the drive-belt carefully for any cracks or perishing. Replace if so effected. If OK, tension belt so you can only deflect belt (by pushing on it ) about 1cm or 1/2inch half way between crank-pulley and steering pump pulley. If the belt is too loose, you will be able to deflect it by greater than 1/2inch.
