2000 Camry Fuse Box for Lighter. Where is it?

My lighter and cel phone plug in don't work. I suspect it's a fuse but I can't find a fuse box. Does anyone know where it is on a 2000 Camry?

The lighter has a inline fusible link --- not a normal fuse. --- usually within couple inches of the plug onto the lighter.
