'87 4Runner, when I set the cruise control, it gradually slows down until it shuts off. Is this the servo? or something infinitely more complex? Any words of wisdom from the experts?

I would check the vacuum at the servo and see if the hose feeding it is in good shape and that the other end is connected to the intake plenum. You could also hook up a vacuum gauge and see what happens while driving, put a tee in the CC hose and run a hose from that to the cab.
What size tires and what axle gears are you running. Does it only slow down in
5th gear, or in 4th as well? When I first got my '85, it would not hold cruise in 5th, engine was tires and w/ 30" tires, it was just not able to hold in 5th, I would have to press on the gas pedal harder myself. Once the engine vacuum gets under 5" Hg, its hard for the servo to pull on the throttle (its vacuum operated) and the engine starts to slow down.
