The Toyota manual instructions say
"Have all passengers exit the vehicle."
Should the driver exit too?
Is the driver also a passenger?

the manual "is" the truck, so from that perspective, yes.
It depends. Is the vehicle expected to continue on in the journey? If so, the driver should remain in place.
