Steering relay rod? What is this thing?

I have an '89 toyo 4x4 and i just got a recall notice about a steering relay rod. anybody know what it does and how it functions? any tell tale signs that its already failing would be most appreciated.

Issue only has risen with vehicles with larger tyres than standard on them with regular off road use.
