Need to wire up the 94 4 Runner for a trailer plug.Question is can this be done through the Taillight exterior or does one have to remove interior side panel right side in the back of the wagon??

On my 99 Taco, you can either take the lens off and wire it in, or do it from underneath, I spent the $130 for he factory harness for towing because of possible computer related electrical problems, but for the third brake light on the cap, I just wire it from under the bed.

Check around at some local stores. I have a 95 Toyota 4x4 with the same basic light system. I bought a wiring kit at K-mart that was pretty inexpensive and simple to install. The kit was basically a plug in deal where part of the electricity was routed to the tail lights and the other to the trailer. The advantage to this kit is that you can do it yourself and make sure it is done right. Note that the kit that I bought has the 4-way flat plug type adaptor. All you have to do is take off the right-rear stop light with a phillips-head screwdriver. If you do online buying check with some retailers such as Bass Pro/Cabelas/Northern Tool/Performance Products to see if they have any kits in stock. Be sure to insulate the wire connections well with electrical tape to keep them protected from salt and the elements. My kit is over 9 years old and has survived a lot of winters and road salt without having to refresh the connections.
