Remove the disc calipers. If the wheels are still hard to rotate, then the problem is probably wheel bearings. If they are much easier to move, then I'd say a good purge and cleanup (push/pull) of the calipers is in order.

Hi all
A few days ago I post a message about my disc brakes braking too much, I find difficult to move the wheel with the car lifted and the wheel on the air. The general consensus was to change the lines since probably they were old and malfunctioning. Today I disconnected the lines from the brakes and still the wheels are rough to move. If removing these lines does not affect the problem, the problem must be actually in the brakes. I inspected the brakes and they seem to be fine. Anybody has any idea?
