Yesterday this was true. Today when it failed I read ground and +12 depending on how the crank was rotated -- in other words, the points seemed to be opening and closing.

I connected an old spark plug with the ground electrode removed to the #4 spark plug wire and had a friend crank the starter -- I could get an arc to chassis. About 2mm maximum length. It was not bright.

This is very possible.

Is the condenser connected across the points? By this I mean, from the hot point to the ground point?

I had this problem once and it turned out to be the wee wire coming from the points to the condensor was grounding against the side of the distributer. Basically, the condensor wire (male spade type end) has to be shoved up the hole in the base of the diz. The female points wire then is pushed on. If the condensor wire is not firmly shoved into that hole then it can wobble and cause the points wire to ground up against the side of the distributer intermittently of course, Make sure that the condensor wire is firmy in that hole so that it does not move.
