Say you were FILTHY RICH. Then usually you have invested your assets to stock or something alike that will produce income for those assets. This income might even be a lot bigger than the salary you might be getting as a CEO or something.
Do I need to tell you that also income from your personal assets is calculated to your average monthly net income.
because whoever has the better income, can easily afford the bigger fine? That's what makes the EFFECT equal. Look beyond the number value on the ticket. It has no meaning. The EFFECT is what they are after. BOTH get real pissed because they lost a big (to them) amount of money as punishment for doing something wrong.
There should be a minimum (and there is) and a maximum level to these fines, to keep absurd extremes from happening. There are certain other things that affect the final amount of money you need to pay here, for example if you have family to support etc.. then you'd pay a little less than if you were single, earning the same net salary.

...............I don't deny that there's effective deterence in your system. As a more radical example, the streets are no doubt pretty safe in North Korea, I'd bet. Does that mean that because their system provides enough deterence(a bullet?) to motivate everyone to behave themselves, that their system is a reasonable alternative to the freedom and equality enjoyed by Americans? I'm not trying to say that you guys are going to end up with a dictatorship but I think that there are principles that are a lot more important than merely penalizing wrong doers in an 'effective' manner. Now you're getting into 1984 territory. To be fair, everyone has to be made to work an equal amount and be paid an equal amount. Then equal fines for everyone will be fair.
On the one hand, you could argue that you worked hard for your money, while the other person didn't and thus earns far less than you. Then again, there are many rich people who never worked a day in their life.
As far as speeding is concerned, a really poor person will enver get done because they can't afford anything to speed in, a medium earner could speed and a high fine will be a deterrent, while a rich person can afford something which virtually cries out to be driven fast, yet any fines will be irrelevant.
How do you balance that lot fairly? (current trends seem to indicate that it's the medium earner who subsidises the ppor, while the rich just carry on throwing their money around.)

I understand the import here. I just happen to disagree. To my way of thinking punishment for specific offenses ought to be based on the offense, not on income or wealth level. It seems to me that telling someone that just because he happens to have a higher income level he then has to pay higher fines for offenses that are identical to someone elves is just a little unfair and runs the risk of local governments writing tickets specifically to folks who own and drive more expensive cars *because* they can then expect higher revenues since those folks stand a good chance of having higher incomes or greater wealth. Ok. If you are filthy rich and have no income (salary from a job or other income from your assets such as real estate, stock shares, etc.), then your fine is calculated using the minimum day fine value (6 euros / day fine). Speeding 25 km/h on a highway would be worth 72 euros for this person.
