I'ts likely that the tubes are clogged. You can't see them with the inner headliner/cover plate over the sunroof. Check out a Bently manual from when they first came out ('63). They are the most descriptive. Jim Schield

You can see the openings for the front drain tubes in the front corners. If you can't, then the are probably corroded over. Poke around (not deep) with a screwdriver until they open up. Try not to force more junk down into them.
Use a heavy wire, old clutch cable should work or thick piano wire. Electrical fish tape might work good, too. Poke it down the tube and run it around, in and out, etc to clear the tube.
Don't use a wire hanger or similar hard wire. The old tubes are usually brittle and if you break one trying to ream it out, it'll leak all over the inner panels and cause rust.
You may be able to fish the wire into the tube holes in the back. They are at the rear corners of the sunroof well.
