Thanks Speedy, but...

Thanks for the diagram. I have studied it and a few I have here and I am starting to think that maybe something in the dual switch or the computer is frozen open (switch is always in contact). Any ideas how I can set about testing this theory?

Check out Busaholic's theory that the wires are wrong on the starter solenoid.

The computer (ECU) actually has no connection to the pump.

Andy is right. That is worth checking, although the double relay *should* prevent pump running with key off.
