wiper switch pt. 2 / won't park

I finally got around to putting in the replacement wiper switch on my '66 bug. Turns out the Bentley manual explains the push-pull/rotary knob question - they say the push/pull is "no longer available" and the rotary is the replacement.

Hooked it up and the wipers still won't shut off. If I disconnect the 54b black wire that runs from the switch to the motor they shut off with the switch but won't self park. I put the old switch back on, with the same results. Could it be I have a problem with something controlling the motor? What do I do now? I left the wire disconnected so at least I have wipers, but have to park them manually. No big deal, but I like it when things work like they're supposed to.

The circuit looks like this:

The cam operates the SPDT "Park" switch. By removing the Blk wire, you have disabled the Park function.

I suspect that the circuit path thru 31b to Ground is not being completed. Either because the cam switch is not making or because the ground path is open. Without that path, the motor will "coast" right through the parking position.
