Yes usually 10 13 15 17 are only sizes needed metric of course

ISTR some nuts on the head of my old Type 4 that took a 12mm wrench. I think you are right though if you have 10, 11, 13, 15, 17, 19 that should cover most of it. The 11 is rarely used, I think mostly on Japanese cars. the 10mm and 13mm are the most commonly used, two that I would not be without.

I agree with the previous poster on sizes. The 10 and 13mm used to come with the jack in the form of a small single wrench and are the sizes you need to remove the battery. The 15mm is for the cam belt tensioner, 11mm is for brake unions, 7mm for bleed nipples. I'd recommend a 24mm for the steering wheel nut. 19mm for engine/gearbox bolts + sump plug. You'll need hex key (I think it's 19mm) to change the gear oil. Also, a set of good quality spline keys 8mm and 10mm for starter motor bolts, CV joints and cylinder head bolts. So, I'd say 7,8,10,11,13,15,17,19,24

PS This is from A1, A2 and A3 experiences.

It's a 17mm hex key at least for WCVS. I assume ACVWs as well because I use the same tool on my Porsche.
