Austin Princess FS £7,250 - having a laugh or what?????

On Auto trader there is a 1982 Austin Princess for sale for £7,250

1982 AUSTIN PRINCESS 2.2HLS Auto You are looking at probably the best Austin Princess2 around in the country. 2owners from new. Totally,totally original. This car is amazing seen at many classic car shows in Scotland and well admired. Finished in gorgeous Ember glow red with totally unmarked (and never sat on back seats) Savanah HLS trim. TAX&MOT. This car must be seen to be believed!!. Never been used on the clock only. 15500 miles. £7250.

Who is crazy enough to pay that amount of money for a car like that? Dont know what never been used on the clock is supposed to mean.
