I have a charger for a light (streamlight Vulcan) I want to mount in some manner in front of the console on the transmission hump. Is it safe to drill through at this point or is there some 3rd party device that spans the hump and will allow me to mount the light on that?

You will be fine drilling through the floor.... after the drill gets through the first 'grunt, stop. The second 'grunt' will be the transmission. The floor in that area is about 1/16th thick... there is no reason to keep going until all of a 5" long bit disappears into the floor.
