anyone have an idea how to get the seat belt retractors to actually rewind the seat belt? I only have the problem on the driver side on my 99. Is there a trick to increasing the tension? Thanks

I have a 95 and the driver side seat belt won't retract with any speed. This could be a safety issue.
Most definitely a safety issue...... I wouldn't putz around with a seatbelt retractor... simply replace it. Let's not forget the the retractor also needs to 'lock' the mechanism in the vent of a collision..... that is, it isn't supposed to allow the seatbelt to get longer when it is supposed to be keeping you away from the things in front of you. If debris or such is impeding the full retraction fo the belt when you undo it, that same debris may keep the belt from latching under duress..... wearing a seatbelt and wearing a seatbelt that works can be two different things.
I drove back home from Edmonton this afternoon..... after seeing the ditches turned into parking lots (freezing rain under fresh snow and the mercury in a nose dive) made me glad I resist the urge for "homegrown" solutions. Others may see it differently.... for myself, my face just ain't gonna be prettier for the experience - providing the service could actually be "open coffin".
YMMV
